enterprise, of the substantial expansion of an existing venture, in association
with British private investors.
Compilation of Lists of Development Banks Qualifying for Aid
16. It would not be practicable for Aid Policy Department to take on responsi-
bility for establishing a comprehensive list of those local development banks and
corporations that satisfy our criteria and are therefore suitable in principle
for the channelling of British aid. This must be the responsibility of
Geographical Departments, who would first have to determine in each country
what priority should be given to the use of aid in this way and then establish
which particular development banks should be supported.
