5. For functional technical assistance programmes, firm commitments should be regarded as comprising only those arising out of written agreements and published undertakings, and the administrative costs of carrying out these agreements.
6. Where there is a definite commitment for continuing support over some years, but the exact amount has not been specified, departments should consider the minimum expenditure needed to fulfil such a commitment. Where the only firm commitments relate to existing contracts with individuals (as in some functional and much geographical TA), some attempt to quantify the size of such commitments is desirable. But particularly in the case of small allocations an elaborate exercise is not justifiable, and departments should use a rough rule of thumb or insert a token figure, explaining the nature and basis of the estimate.

8. Departments should supply brief explanations of the content of their forecasts in 1972/73 and where necessary for future years.
