AID FOR HONG KONG

In the light of the decision recorded in telegram No 954 to the Governor of Hong Kong (flag A) it is for consideration

whether aid for Hong Kong should be dealt with in the same way

as for other dependent territories, ie within the FCO Geographical

Department. If this is the case, and I see no reason why it should

not be, then it would be logical for the whole of the Hong Kong and Indian Ocean Department, as opposed to only the Indian Ocean part of it, to be treated as a joint FCO/ODA department.
