AID FOR HONG KONG
1. I suggest that you might write to Mr Glaves-Smith on the lines of the attached draft.
2. You will remember that Sir Murray MacLehose originally suggested that we might consider both navigational aids for the airport and also assistance for the Polytechnic, but Sir Leslie Monson brought back the message last year that the Governor thought we should concentrate on assistance for the Polytechnic; he was apparently doubtful at that time whether any aid for navigational aids would have much of an impact. You will also remember that the question came up when
Mr Haddon-Cave was here a few months ago. He was quite clear that aid for navigational aids would go down in Hong Kong very well1.
3. I wrote to Sir Murray MacLehose earlier this month, saying that the aid framework for 1973/74 and thereafter would be con- sidered next month and that I would like if at all possible to put down a marker on behalf of Hong Kong. I said that any pro- posals we could have by then would be most helpful.
