We spoke on the telephone about your letter of 20 July. I said that I very much hoped that Mark Goodfellow would take advantage of his forthcoming visit to Hong Kong to explore the possibility of offering a free airport consultancy. If at present the Americans are the favoured contenders because they have put in the lowest price, such an offer from us. ought to swing it in our direction.

I can confirm that this is our favourite candidate for limited. ODA assistance, and DTI would strongly support it. You told me that you did not want anything further from me on this aspect of the matter at the moment but that you would let me know if anything further from the DTI was required.
