to the moderate regime in Jordan.

Aid forms a part of

our effort to maintain good relations with other countries

in the area such as Egypt, Yemen Arab Republic and the

United Arab Emirates.

(e) Africa

Our aid policies in Africa have helped us protect our

interests in Southern Africa without sacrificing our

interests elsewhere in the Continent.

In this delicate

balancing exercise it has been in our political interest

to give substantial aid to Malawi, which has been prepared

to support our policies towards Rhodesia and Southern Africa,

whilst in such countries as Zambia and Kenya the provision

of aid may have helped reduce criticism of these policies.

4. Since, as was pointed out above, the essence of using

aid for political purposes is the need to be able to respond

quickly and flexibly to new situations, it is not possible

to make comprehensive recommendations about countries where

aid should be used in this way in future. Nevertheless, on

the basis of developments which can be foreseen, the Committee

felt that there were a number of changes of direction and

emphasis in the aid programme which might be made. These

are as follows :

(a) An extended programme of technical assistance to

Nigeria, and to Iran and the other favourably disposed oil-

producing countries in the Persian Gulf. This would both
