I have had a first shot at a draft to Hong Kong asking for their views on the likely disbursement under their new technical assistance grant aid. I shall be grateful for any comments you may have and would draw your attention to the date in paragraph 4 and the passage in paragraph 5, which I trust your someone in your techni- cal branch can complete. I think it would be useful to make this letter as complete as possible.
2. Since drafting the letter, I have received your minute of 9 November but do not think this entails any adjustment to the line I propose.

I am sending a copy of this minute and enclosure to Mr D Kerr, IPAD, and shall be glad of any comments he too may have.
