As to the likelihood of inclusion, FPAD seem fairly optimistic. They have recommended the granting of capital aid to Hong Kong in the political section of a paper prepared for the PAR Committee (Programme Analysis and Review) in which the ODA are examining in depth the link between aid and Trade, including how far the Aid Programme ahould serve commercial and political interests. With continued DTI support we should be in a strong position.

Finally - a separate point I presume Mr Aston was thinking of the present proposals, where you have queried his statement on page 2 of his letter to Miss Lackey of 17 August.
