1. The present position as regards aid for Hong Kong is confused. This file note attempts to set out the present position.

According to a letter from Mr Hillier-Fry (ODA) (HKK 9/4 folio 8) the following technical assistance is committed for 1972/73:

In addition there is a sum of £400,000 approved for the "technical institutes". £100,000 of this were to be offered to the Morrison Hill Institute. I am not clear whether this has been done and whether the money has been spent. The remaining £300,000 can, according to Mr Hillier-Fry, be transferred to the Polytechnic. But so far as I know it has already been made available to Hong Kong for the technical institutes although the building of 2 of these does not appear to have begun.

4. Mr Haddon-Cave's letter of 17 August does not refer to the question of the technical institutes. I shall try and find out from ODA what the position is but we may need to write to Hong Kong and find out whether they are happy that this money should be transferred to the Polytechnic.

5. In his letter of 17 August Mr Haddon-Cave puts the case for 2 further projects. Firstly building, furnishing and equipping the Polytechnic library at a cost of £964,000 and the provision of an air traffic control radar simulator costing £150,000 - £200,000. These requests are being pursued independently.

6. There is also the question of a loan to the Hong Kong Government for general development of Kai Tak airport. Since this will be on soft terms we should have to obtain the agreement of ODA.
