1. The question of assistance from the UK towards the cost of improving the facilities for technical education in the Colony came up during the Secretary of State's meeting with UMELCO. It came up in the first place in connection with the proposed polytechnic. It was raised by members of Leg Co and not Ex Co.

2. The Secretary of State came under some pressure and I passed him a note about the £400,000 offered by HMG last year. With his permission I then said that I understood that the Executive Council had been told of the offer, that the next technical institute would not be completed until 1975 and that in the circumstances there had been no publicity about HMG's offer.

The Secretary of State subsequently spoke to Sir Murray MacLehose both on this question and also on the pressure from both Officials and Unofficials for some "gesture" demonstrating HMG's interest in Hong Kong. The upshot of all this is that Sir Murray MacLehose will write to us proposing a way (or ways) in which HMG may be able to help Hong Kong. We will then process the Governor's suggestions with other departments and if we can reach agreement with them tell the Governor that the way is open for a formal request. He will then engineer the formal request.

4. Possible projects for treatment in this way are (i) some part of the proposed polytechnic (Mr Royle had a suggestion from Mr Herries recently) and (ii) navigation aids for Kai Tak (during our discussion with the Secretary of State the evening he arrived Mr Haddoh-Cave said that the Government were faced with considerable expenditure over and above what we already knew about in developing the airport).

I told the Governor about our plan to provide the first £100,000 for equipment at the Morrison Hill Institute, explaining that the ODA had told us that they would have difficulty in finding the money during 1972. Sir Murray MacLehose thought it most unlikely that the money would in fact be required this year. So long as it was available next year that would do. In all the circumstances, however, I suggest we should wait for the Governor's letter before we do anything else about the Morrison Hill proposal.
