The revised framework for 1972/73 provides for a contingency reserve of £7m. While the ODA will make every endeavour to keep within the revised framework for this year, this is still likely to prove extremely difficult and the contingency reserve may well be absorbed to achieve this and so may not constitute sufficient rcserve to be available to meet any new demands. In particular there seems no prospect that the likely additional requirements for the Indian sub-continent can be met from this small reserve.
