8. I should be glad to know if you agree to a modification of the framework tables on the above lines. If so we should naturally like to see the new categorisation introduced, if possible, in the revised aid framework for 1972/73 and projections up to 1975/76. On the other hand we realise that the forthcoming aid framework has already been subject to extensive adjustments and would not object if you were prepared to accept the categorisation change in principle, but felt that at this stage there were compelling reasons why its implementation should be deferred until the first draft of the 1973/74 aid framework.
