Development of the resources of
tropical
too often of relatively poor
tropical
countries is a cause as well as
a business undertaking. Working successfully
for this cause demands not only expertise
and efficiency but also tolerance and
enthusiasm. The tasks are complicated and
difficult, and their accomplishment requires
an unusual combination of tact, imagination,
humanity, drive and business ability. Το
achieve the Corporation's twin aims requires
men with a wide range of qualities. As
somebody said during the war "there is a
bottleneck in Archangels." We don't claim
to produce Archangels but we do claim to have
produced outstandingly good managers for
tropical undertakings. Upon them has largely
depended, and will continue to depend,
the success of CDC.
(6) The Corporation must be able to
follow an investment policy which has regard
to its investments taken as a whole. It
must preserve some kind of a balance not
only between countries but between different
types of investment. If it is to undertake
risky investments of high development value
in, for example, pioneering new crops or
supporting smallholders, it must be able also
to assure itself of a fairly regular income
