bring up the question of "tied aid".

It is possible that Hong Kong would not be willing to abandon its policy of international tender for public works and therefore reject offers of tied aid. But in my view that is no reason why such offers should not be

made.

Even if refused, they would answer, the political criticism that we "discriminate" against Hong Kong.
