If HMG made a special grant of say £200,000
(approximately HK$2,900,000) spread over four years for books and periodicals the Hong Kong Government contribution over the same period would have to amount to about £450,000 (HK$6.5m) for capital costs and about £175,000 (about HK$2.5m) in recurrent costs for the four years.

The scale of stocking for books and periodicals corresponds generally with those recommended in the Library Association report "Libraries and new Polytechnics - a guide to planning requirements". This suggests an initial target for a Polytechnic with over 2,000 students of about 150,000 bound volumes plus about 2,000 periodical subscriptions at a 1968 cost of about £18,000 p.a. These figures have been increased slightly to allow for the relative isolation of Hong Kong and for an increase in periodical prices since 1968.

The scheme has been discussed with the Director of the Hong Kong Polytechnic and he supports it.
