10 January 1972

I am hopeful that I shall be able to send you a copy of my report on my visit to Hong Kong within a day or two. In the meantime I enclose some additional material concerning matters which were discussed during my visit.

The material enclosed is as follows:-

(A) A description of 'Measured Daywork'. (see, in particular, pages 36 to 42 of Report No.65 of the National Board for Prices and Incomes.)

(B)

An example of a straightforward Trade Disputes Conciliation and Arbitration Ordinance based on the Conciliation Act 1896. The example follows common form and is to be found in more than 20 former British Dependencies.

(I have made a detailed examination in my report of the problems associated with conciliation and with strikes and lockouts in essential services. The example will have little meaning until you have seen the report).

(C) A note on the conditions of service of women bus

conductors in the London area. (You will note that the time of commencement of the first shift can be as early as 3.10 a.m. and that the late shift finishes at 1 a.m.) (The United Kingdom has not, of course, ratified the Night Work for Women Convention).

When you have had a chance to study my report there may be points you would like to discuss or to have clarified, and to the extent that these are technical there is no reason why we should not correspond direct about them.

Again, with many thanks for all your help\and kindness during my visit.

c. Mr Clewley HKD K.245
