1 The Governor will be arriving home on leave on Sunday 6 August and his telegram No 647 attached informs us of the change of his return date. will now be available for consultation in London from Tuesday 5 to Friday 8 September. We await receipt of his letter with flight numbers and other details.

When we have received the Governor's itinerary I will arrange, in consultation with Protocol and Conference Department and Gibraltar and General Department, for VIP and Customs facilities at London Airport.
3 Departmental Practice lays down that we should in Ministers, higher authority, Protocol and General Department and others of the presence in the UK of the Governor (Depart- mental Practice 15(f). Section D1 (a) to (k) also lists arrangements which should be made for the visit of a Governor. For ease of reference I attach a photocopy of Section D.
4 As the monthly visitors list has been abolished, and the Heads of Mission Section do not deal with Governors of Dependent Territories, I suggest the best way of informing all con- cerned in the Office of the Governor's proposed visit would be by a minute from Mr Laird. I therefore attach a draft minute to Mr Graham informing him of the Governor's plans and asking him to arrange a call on the Secretary of State. This could be copied to everyone else in the Office who may be interested in s eeing the Governor. I will arrange a call on Mr Royle and I am asking Protocol and Conference Depart- ment to arrange for the Governor to call at Kensington Palace.
5 I will now draw up a programme for the Governor's visit. I have already arranged for him to lunch with the Hong Kong Association (on Tuesday, 7 September) and will fit in the visits to the Hong Kong Government Office and Hong Kong Student Centre requested by Mr Wright. Do you think it would be appropriate or necessary for the Governor to call on any other Whitehall Departments, for instance, the Treasury re sterling); Department of Trade and Indus try (textiles); or the Ministry of Defence ?
