understand however that when it was thought necessary to have a Governor back in London for consultations the Colonial Office used to meet in full (or at least to contribute towards the cost of the passages. If my understanding of Colonial Office procedure is correct I think that there is a case for HMG meeting the cost of a visit to the UK by Sir Murray MacLehose later this month.

In all the circumstances, I do not really see why Sir Leslie Monson's recent visit to Hong Kong would make a trip to London by the Governor immediately before Mr Royle's visit to Peking the subject of undesirable speculation in Hong Kong. As regards timing, I suggest that we would have to think of a visit for about a week from, say, 15 - 22 May.
