2. The programme (Annex A) provides for a short
meeting with the Governor and officials.
(There
will be an opportunity for more informal discussion with the Governor on the evening of the Secretary
of State's arrival.) The Meeting will be joined
Unofficial
by the/Members of the Executive Council and the Secretary of State will be asked to make an opening statement about his visit to Peking. This will
be followed by a Question and Answer Session.
3. The Secretary of State will lunch at Government House with officials, Unofficial Members of the Executive and Legislative Councils and businessmen. He will not be expected to make a speech.

The main topic for discussion on all these occasions is ecpected to be the Secretary of State's visit to China, including in particular anything he may have discussed in Peking of direct concern to the Colony. A Defensive Brief on other matters is attached in case Unofficial Members of Executive and Legislative Council wish to widen the scope of the talks.

5. The Secretary of State will not be expected to meet the Press on arrival from Peking but will hold a Press Conference at Beaconsfield House prior to his departure from Hong Kong. Questions at the Press Conference are likely to concentrate on the
