SECRETARY OF STATE'S VISIT TO HONG KONG

Paragraphs 17-19 of the defensive brief cover aid.

The

ODA have just told us that Mr Wood would be prepared to contemplate contributing towards the cost of the Polytechnic.

The ODA would like their contribution to take the form of

technical assistance, including the provision of books and

equipment.

Mr Wood has in mind a contribution of the order of £1 million, which would be spread over 2-3 years, and should not be disbursed at the same time as the £400,000 already agreed

for the technical institutes.

In view of the shortness of the Secretary of State's visit,

it might be better if an announcement about this aid were to be

left for Mr Royle's visit. If asked, the Secretary of State

might like to say that he thought we would be able to do some-

thing for the Polytechnic, but that Mr Royle would have more

details.
