(iv) The question of the free movement of Hong Kong belongers and the visa requirements imposed by West Germany and Japan. (v) A UK contribution to the airport runway extension and the UK exercise of its right to negotiate air traffic agreements in respect of Hong Kong.

Sir Murray MacLehose has said that he will do his best to persuade the Unofficial Members to keep the discussions on a general basis and to dissuade them from raising old chestnuts like (v) above.

SPEECH AT THE MANDARIN HOTEL

6. The Secretary of State will be the guest of honour at a lunch. for 150 people at the Mandarin Hotel at which he will be making a speech. This will afford an opportunity of reassuring the business community and the public at large on the lines suggested in

paragraph 1 above. The draft of the speech has been prepared with this object very much in mind (text at Annex A).

MEETINGS WITH THE PRESS

7.

The Secretary of State will have two meetings with the press 10 minutes at the airport on arrival and a longer session immediately before his departure.
