addition there are a number of international issues

where we have found ourselves directly opposed in

the past, and are likely to do so again: eg Korea

and Bangladesh. The Secretary of State will wish to

explain our position to the Chinese, in the hope that

a thorough exposition of our views may encourage

them to be more ready to compromise in the future.
