Although Hong Kong were among the Governments

anxious to conclude a new agreement the balance of the

CFM were in favour of leaving things as they are until

next year when, if as is expected sterling has then been

refixed, the situation should be somewhat clearer.

This decision has been communicated formally by the

Chancellor to Commonwealth Governments including the

Governor, Hong Kong. Deliberately nothing was said about

compensation.
