SECRETARY OF STATE'S VISIT TO HONG KONG

1. The Secretary of State will be visiting Hong Kong on 2-3 November. The main purpose of his visit will be to inform the Governor and others about his preceding visit to China. We are however providing a general Defensive Brief on other topics which may come up. This has to be kept short. I should be glad to know whether you would agree to the inclusion of the attached paragraph on air traffic rights.
