Attached are very brief factual notes on the ECGD, the Underground Railway Scheme and the desalting plant.

2. I am assured by ODA that aid for education (technical institutes) and the possession of specialist manpower for "polytechnics" will be included in the brief they are preparing entitled "UK balance of payments and the prospects of future aid to Hong Kong". I am also informed that the draft of this brief will reach us either this afternoon or early tomorrow.
