I understand from Mr Clewley that you would like to see the brief we have prepared for the Secretary of State on "Aid to Hong Kong" The draft is attached. It has been seen by Sir Leslie Monson and Mr ilford who have no comments.

As regards the mass transit scheme, Sir Leslie Konson suggested that the Secretary of State should make.it clear that ho wished to be kept in touch with developments and that I should discuss the details with Mr Haddon-Cave and others with a view to a meeting with the DTI and the other Departments concerned on my return.
3. As regards your question as to how Mr Haddon-Cave reconciled his attitude on the mass transit scheme with his "British moral obligation" attitude on cotton textiles, I think Kr Maddon-Cave would say that he would expect Britain to help Hong Kong in both cases and to the extent that we put money into the Colony we would have compensating benefits by way of owlers or contracts.
