PARLIAMENTARY QUESTION BY MR PETER BLAKER
1. Before the Parliamentary Recess, Mr Peter Blaker
tabled a Question for Oral Reply on 23 October "To ask
the Secretary of State for Foreign and Commonwealth
Affairs if he will make a statement about his recent
official visit to Hong Kong."
2. Despite the announcement on 2 October that the
Secretary of State's visit to Hong Kong would now take
place on 2/3 November, Mr Blaker did not withdraw his
Question. It remains down for Oral Answer and I under-
stand that Mr Royle will reply. The Governor has been
informed accordingly (FCO Tel No 899 attached).
3. I attach a draft reply, on lines suggested by the
Parliamentary Unit, together with Notes for Supplementaries
and Background Notes. The Parliamentary Unit have asked
to receive these by close of play tomorrow, Thursday.
