The Secretary of State's Visit to China

Thank you for the papers about planning for this I have the following points :-

The Programme

We are still discussing the dates of the visit with the Secretary of State and the Whips, but there are some general points. You suggest that there is no need to stop at Hong Kong on the way out because there is no technical requirement for a stop-over. But the Governor has asked for a stop both on the way out and the way back. Will he be content with the revised arrangements? I agree that if he is content, it will be better to stop only once.

Composition of the Party

I wonder whether there is a case for Mr. Wilford going in addition to the PUS and a member of the Department. With the PUS and a member of the Department the Ambassador

and other members of the Embassy, there will be a sufficient number of advisers from the Department. And there is always pressure on numbers for the meetings.

It is probable, however, that Mr. Hudson will also accompany the Secretary of State. The Private Secretary will be Mr. Acland, not myself.

Accommodation

Your paragraph 11 sets out good reasons why the Secretary of State should stay at the Government Guest House and the Private Office should also be there. I wonder whether we should not, nevertheless, sound the Chinese about the Secretary of State staying at the Residence. The Secretary of State would prefer this, and it may be that the Chinese do not in fact feel strongly. I am not sure what evidence there is tc suggest they do except the fact that previous visitors have all stayed at the Guest House. But I agree that if they show opposition to the Secretary of State staying with the Labassador, we should fall in with the Chinese wishes. also recognise that it will be easier for the Secretary of State to give return hospitality at the Guest House than at the Residence.
