I would like to show these papers to Mr. Acland fairly soon after his arrival. I therefore attach a draft telegram to Mr. Addis and would be grateful for any comments on this from you and from Hong Kong Department and Protocol and Conference Department, to whom I am copying this minute.

I have not mentioned the complication about the State Opening of Parliament. Hopefully we will have heard from the Chief Whip's Office by next week whether the Secretary of State can go ahead on the timing given in the telegram so that it will be able to issue without qualification of the timing.
