I should be grateful for your views on this. normally rely on the Governor to suggest the programme (Hong Kong Tel No 760 at (126)). As the S of S will only have one full day in Hong Kong it is unlikely that the Governor would be willing to give up the luncheon engagement: he is more likely to suggest the S of S should lunch with members of the Executive and Legislative Councils.
