(c) GENERALISED PREFERENCE SCHEME

(1) As you know, the Japanese included Hong Kong in the second stage of their GPS on 1 April of this year, out subject to 96 exceptions. An aide memoire expressing our disappointment at the exceptions was handed over in Tokyo on 24 May; Mr Royle also summoned the Japanese Ambassador in London and gave him a copy. The Secretary of State for Trade and Industry on his visit to Japan discussed the scope of the Japanese offer with the Japanese Ministers of Foreign Affairs and of International Trade and Industry.

We await their considered response.
