In connection with Brief no 13 for the Hong Kong visit (Expatriate Staffing Problems), Mr D A Scott suggested, before he left for the West Indies, that you might find it convenient to have a copy of the attached exchange of semi-official letters between Sir Murray MacLehose and himself on certain aspects of the staffing question.

The brief itself does not refer to this corres- pondence although it covers in general terms most of the issues developed in Sir Murray MacLehose's letter and Mr Scott's reply.
