I enclose a copy of the record of the meeting between the Foreign and Commonwealth Secretary and members of UMELCO sent to us by Mr. Graham, which you may have already seen.
You will recall that the Secretary of State kindly agreed to look into a number of points raised by members of UMELCO during the course of the meeting. These are summarised briefly below for ease of reference:
Visas: Hong Kong Passport holders.

Abolition of the requirement for Hong Kong passport holders to obtain visas to visit Japan and West Germany.
Civil Aviation
(i) air traffic rights in Hong Kong for SAS; (ii) U.K. contribution towards navigational
aids for Hong Kong airport.
Generalised Preference Scheme

(a)
accelerate agreement by the Japanese to the inclusion of Hong Kong in the scheme; the application of the U.K. definition of "developing country" to H.K.
Technical assistance including the supply of British equipment for the H.K. Polytechnic and the possible re-allocation of part of the U.K. donations for the technical institutes to the Polytechnic.
