I have just received the attached letter from Mr Clinton.

We are already doing what we can on visas. As to civil aviation, Mr Turpin is to talk to Mr Le Goy about traffic rights in Hong Kong for SAS and Sir Murray MacLehose will be writing about navigational aids. On the generalised preference scheme, we continue to press the Japanese. As to the point about Hong Kong being a "developing country" it is not at all clear to me what Mr Lee meant (paragraph 8 of the record). This may be an oblique reference to the EEC's duty free quotas. We had better consult the experts in EID or DTI.

We cannot take action on the question of equipment for the Polytechnic until we receive proposals from the Governor.

I find this letter rather lacking in taste. However if the members of UMELCO have really asked for "a progress report" I suppose we had better give them something. We might aim at getting a letter to Hong Kong during the first week in June.
