In the meantime, I would be grateful if two full sets of the London daily and Sunday papers, 3 spare copies of The Times and The Telegraph (or Sunday Times and Sunday Telegraph) and a copy of The Scotsman could be sent out to the appropriate Post to arrive on the day of publication. Packages should be addressed c/o The British High Commission (New Delhi) Governor's Office (Hong Kong) and British Embassy, (Bangkok, Seoul and Tokyo) as the case may be.

4. We have found that it is a waste of time and money if the arrival time of the papers at a particular Post is within a few hours of the Secretary of State's departure from it, as aircraft are often late in
