As most of the Governor's telegrams about the Secretary

of State's programme in Hong Kong have been dealt with direct

by the Private Office, I should be grateful for your confirmation

of the outline programme as attached.

2. The programme will form part of a submission shortly to

come up to Mr Graham from Mr Laird, covering the Steering Brief

and the draft speech for the Secretary of State.
