1. I now attach the revised draft brief agreed with the DTI.

2. I had considerable problems with CT Division over the last sentence of paragraph 8, for which they wished to argue the "all-bets-off" thesis put forward by Ridley at the end of our meetings with Hong Kong. After much wrangle, at a meeting I attended Friday evening, we compromised by deleting the last sentence of the paragraph in question. This seemed to me to be a better way of leaving our options open then any alternative the DTI were likely to suggest.
