The Secretary of State will need briefs for all these visits. I suggest that the best way of dealing with the matter would be to follow the current instruction laid down by the PUS, that you should consider the Steering Brief at a meeting under your chairmanship and that subsequently the appropriate Department under your supervision should produce a draft Steering Brief for each of the places to be visited. These should bring out the main political purposes to be served by the visit and should refer to points that are likely to be covered in the official talks. Against these Steering Briefs it is then possible to judge what other supporting briefs are required.

2. All briefs should be concise and the supporting briefs should be self-contained. They should not be in the form of speaking notes but should contain any necessary background within them. Points however which are for the Secretary of State's own information only and not for use should be clearly marked.

In a complicated brief, it is sometimes helpful to the Secretary of State to preface the brief by a very short summary in the form of a check-list of points to be made.

Since the Secretary of State may now be leaving on Sunday 6 February, we should receive final copies of the briefs not later than close of play on Wednesday 26 January.
