The Private Office have asked for our advice as to the reply
to be returned to the attached telegram from the Foreign
Correspondents' Club in Hong Kong.
2. The Foreign Correspondents' Club usually sends an invitation
of this nature on the occasion of Ministerial visits to the
colony and their invitation is usually turned down.
3. On this occasion there can be no question of the Secretary
of State's accepting the invitation since he will have only one
luncheon in Hong Kong (at the Mandarin Hotel) at which he will
make a major speech to some one hundred and fifty guests.
I attach a draft telegram to the Governor.
