2. In his telegram No 27 of 14 January (copy attached) Sir Murray MacLehose has dealt with the theme of the visit as he sees it; and in his telegram No 30
he has included his suggestions for the speech to be made by the Secretary of State in the City Hall, Hong Kong on 14 February. Subject to any comments you may have we propose to recommend that Sir Murray MacLehose's suggestions be accepted.
3. I should be most grateful if we could have any comments by the close of play on Wednesday 19 January.
