2. The penultimate sentence of paragraph 13 should be qualified to remove the implication that the Hong Kong Government may not have shown sufficient regard for social welfare. Hong Kong's achievements in housing and resettling refugees, without external aid, deserve high commendation. Some amendment to recognise this

seems desirable.
