Do not like the tone of paragraph 1. Suggest the piece on textiles needs altering in the light of last week's talks but leave it to Commodities Dept to suggest suitable amendment.

Reference in paragraph 6, to first "non-communist" country to recognise China, should be altered to, first "Western" country.

(1) Paragraph 3: no reason to highlight different treatment now given by the Community to textiles. Suggested amendment: Delete altogether last sentence of paragraph 3; or substitute for "member of the Community", the word "countries."

(2) Paragraph 10: approved theme of this paragraph.

However in light of recent

talks, the phrase "under the restraints which you have so wisely negotiated" needs amendment.

Suggested amendment: "but even where Hong Kong has to operate restraints in its trade with other countries..."
