5. We in the British Government want to continue to do our

best to help you and the widespread web of British diplomacy

is available to help you to plead your cause throughout the

capitals of the world. We understand your problems and your

aspirations and through visits and reports we keep in close

touch. This visit of mine, short though it is, has greatly

helped to confirm the impressions I have already had from

innumerable people who have told me about your affairs and

not least the Prime Minister who was so impressed by his visit

here in 1970. We pay you the compliment of believing you well

able to manage your own affairs within the limitations of your

constitutional position. This has always been the tradition.

I have only to look around me to see that it has worked out

pretty well. Our principal political concern is that social

progress should match your economic growth. This, I know, is your Government's objective and it already has many achievements

to its credit in this field. This is the only sound basis on

which a thriving and industrious community such as yours can be

built.

6. But I am also responsible for the external relations of the

United Kingdom and I want to speak to you about two of the
