1.

You will recall that rather more than a year ago we exerted pressure on Hong Kong to ensure that the new Labour Commissioner would be a man with experience. After first proposing a somewhat ineffective Administrative Officer, Mr Paul Tsui was appointed and has made an excellent impression.

2. I have just heard on my own private net that Mr Tsui will not be seeking an extension of his service and will therefore retire about the middle of next year. This is unfortunate since we shall now have to go over the ground again. We are in the same difficulty, moreover, as last time, as we do not know officially that the post will be falling vacant. My private news is that Mr Topley, presently Commissioner for Census and Statistics, may be in line. However that may be, I think it would be unfortunate if once again this post should be the subject of 'Buggin's turn'.

3. In the circumstances, would it be possible to brief Mr Royle to

express satisfaction at the improvements on the labour front which have effectively stilled Parliamentary criticism here; and

enquire whether Mr Paul Tsui was likely to continue to lead the Department?
