houses is almost complete. He could thank the Kuk
for being of such help in formulating the proposals and urge them to help the authorities enforce the simple rules that are basically intended to keep small houses small. The force of
moral suasion is essential for success of the
more relaxed policies proposed. The omission of this subject from their letter is surprising:
perhaps it reflects their confidence that having come to an agrement with the District Commissioner in March all is going well!

Conclusion The Kuk's writing and speech-making does tend to be exaggerated. No letter is complete without references to oppression, unfair dealing, out of date policies etc. tried to answer this sort of thing when I first came to the job but it is an
unrewarding exercise. We get on much better if such outrageous statements are simply ignored and discussion confined to practical
matters.

Britain is a democratic nation and under it Hong Kong is a democratic society. The Kuk represents the opinion of the people of the entire New Territories and we ask the Hong Kong Government to amend the out-dated law and unfair policies which oppress the Chinese residents in New Territories because we went to avoid political ill-feeling on the part of the people against the Governmert. Such action would also be of great service to the interest of the British Government in Hong Kong and the promotion of friendly relationships between the Chinese and the British people.
