The discussions with the Kuk on the new method

of assessing compensation are going quite well but the proposals, originating in the Fublic Works Department, have not been considered in the Secretariat.

The Minister may wish to express sympathy with the aims of making changes so that fair cash cor- pensation can be paid. He could perhaps suggest that it would be helpful if the Kuk could bring itself to agree fairly quickly in principle to the change in methods. There is a dreadful tendency for the discussions to become interminable while the Kuk extracts every ounce of concession.

A quick

settlement in principle would bring quick benefits and unsatisfactory features could be removed later. Advice on these lines at this stage might well help the Kuk to come to an early agreement.

"The effect of Government development vorks" is a reference to clearance problems. We have recently had to clear some very sound little houses authorised by temporary permit. Before doing so we cancel the permit and then treat the occupants as squatters even though they probably applied for and got permission to
