1. Mr. Royle today saw the Chief Whip. In the course of conversation it became clear to Mr. Royle that it would be impracticable to plan to visit Hong Kong to open the University Science Centre. EEC business is such that it is quite likely that Mr. Royle would have to cancel the trip at the last moment which would cause embarrassment both to himself and the Governor. I attach a draft telegram approved by Mr. Royle which, if you agree with it, I would be grateful if you would despatch.
