A substantial rise in police pay aimed at increasing recruitment and bringing the Force up to establishment. Posts,
in the Police Force are being taken over by civilians whenever possible so as to increase the number of trained men available for police duties. Men are also being redeployed whenever possible and technical aids are being provided to increase their effectiveness. Extra duty allowance has also been paid temporarily for abnormally long hours on the beat, so that more officers could be turned out.

The Hong Kong Government have decided to start a police cadet school on lines similar to that of the Metropolitan Police, in order to raise the whole standard of the Force, though this will take time.
A large police buildng programme is in hand and temporary report centres have been established in urban areas where there is not at present a nearby station.
The police have made special arrangements to provide advice on preventive measures to Banks, jewellers and others likely to be robbed.
