CRIME IN HONG KONG

1. The attached note was prepared for the

Secretary of Sate by the Governor.

Mr Royle

has asked to be kept informed of developments.

2.

It will be some time before the Governor

will be in a position to assess the effect of the

majority of the measures referred to in paragraph

3 of his note. He will however be able to tell

you something about the action described in

paragraph 3(c) (Mr Royle has asked for a report

on this).

3. The position about the other measures is as

follows:

(a) and (b) these have now been implemented,

but it is doubtful if the Governor will yet

be in a position to assess their effect.

(a) the necessary legislation has been

approved by the Executive Council for

introduction into the Legislative Council

and may by now have been enacted.
