CRIME IN HONG KONG: NOTE FOR THE SECRETARY

There is concern about the increase
in crime, particularly violent crime. People and the
press will certainly speak to you about it. Hong Kong
is still comparatively law abiding, but in the last
year or two the tendency has been for the crime rate to
rise towards (but not yet to) what is normal elsewhere.
